In a surprising reversal, Miami-Dade County today disclosed it has knocked former No. 1-ranked bidder Cubic Transportation Systems out of contention for its $40 million back-office contract after deciding that Cubic should not have advanced to the second evaluation round in the procurement late last year, Mobility Payments has learned.
The county now plans to negotiate a new contract with Masabi, which had placed a close second in December to Cubic. (Download the new report, obtained by Mobility Payments, below.)
