The CEO for a transit agency in the U.S. state of Illinois Wednesday told Mobility Payments that the agency did not violate federal procurement rules in hiring three vendors to supply open-loop technology through the California Integrated Travel Project, or Cal-ITP.

The agency, the Rock Island County Metropolitan Mass Transit District, or MetroLINK, is at least the second one to interpret the federal rules as prohibiting transit agencies outside of California from buying their open-loop technology through Cal-ITP if they use federal funds. Those rules took effect in February 2025.
