Regional transport officials in New Zealand’s capital, Wellington, say they won’t wait any longer for the country’s National Ticketing Solution to reach the city and will launch open-loop payments on their own. They plan an open-payments overlay, using secure-access modules to retrofit closed-loop terminals, enabling them to accept bank cards.
The Greater Wellington Regional Council is spending NZ$5.5 million ($3.2 million) in local money to enable open-loop payments by next spring.

The transport authority serving New Zealand’s capital, Wellington, said it can no longer wait for the country’s “National Ticketing Solution” to reach the city and is spending NZ$5.5 million ($3.2 million) in local money to enable open-loop payments by next spring.
The authority, known as the Greater Wellington Regional Council, will be retrofitting terminals that accept the closed-loop Snapper card with secure-access modules, or SAMs, as part of an open-payments “overlay,” Mobility Payments has learned. These chips would enable the terminals to accept bank cards in a matter of months, say project backers.
